The city also has a firm rule that a lot of places only imply: the finished side of the fence must face outward toward your neighbors and the street. In Suffolk's residential districts, a fence may go up to six feet in a side or rear yard that does not face a street. Suffolk is a city of water and woods. The Nansemond River and its creeks wind through the north end, and the Great Dismal Swamp anchors the south, so a lot of the city is low, wet, and laced with streams and drainage ways, which is exactly why the local rules put such weight on keeping water flowing under and around a fence.
