Corner-lot and Route 17 corridor visibility

On a corner lot, no fence, wall, or planting may block a driver's view between roughly two and a half and eight feet high within the fifty-foot sight area at the intersection. And along Route 17, the county's Highway Corridor Development District reaches a hundred and fifty feet back from the right-of-way and adds its own setback and VDOT sight-distance rules for fences. Here is the rule unique to Gloucester: every parcel in the county is designated either a Resource Protection Area or a Resource Management Area under the Chesapeake Bay program, and land disturbance over twenty-five hundred square feet in a preservation area triggers a plan-of-development review. The hundred-foot RPA buffer along the water carries the tightest limits, and land disturbance in that buffer needs the county's review first. On waterfront and creekside lots in Hayes, Guinea, and Gloucester Point, we plan the fence line and the dig around the buffer up front.

Farms, pools, permits, and calling before we dig

On rural land, pasture fencing carries no setback, and livestock and poultry simply have to be contained. A standard fence needs no building permit in Virginia, though a pool barrier does and must meet the county's forty-eight-inch barrier standard. Gloucester is Middle Peninsula country, wooded, rural, and wrapped in water on three sides by the York, the Ware, the Severn, and the Mobjack Bay. That means two things for a fence. First, the tree cover: mature hardwoods mean roots to work around on the dig and limbs that come down in a storm, so we plan a line around the big roots rather than fight them.
